{"id":12602,"date":"2025-10-09T08:48:28","date_gmt":"2025-10-09T12:48:28","guid":{"rendered":"http:\/\/floridanewsline.com\/Clone2\/?p=12602"},"modified":"2025-10-09T08:57:26","modified_gmt":"2025-10-09T12:57:26","slug":"south-end-residents-say-beach-driving-threatens-dunes-property-values","status":"publish","type":"post","link":"https:\/\/floridanewsline.com\/Clone2\/nassau\/south-end-residents-say-beach-driving-threatens-dunes-property-values\/","title":{"rendered":"South end residents say beach driving threatens dunes, property values"},"content":{"rendered":"\n<p>By Kate Kimmel<br>Nassau NewsLine<\/p>\n\n\n\n<p>When Nassau County moved its \u201cno motor vehicle\u201d signs three-quarters of a mile north on Amelia Island\u2019s south end last month, it reignited a decades-old debate over beach driving \u2014 and left many South End homeowners furious.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/nassaunewsline.net\/wp-content\/uploads\/2025\/10\/DSC_0725-1024x683.jpg\" alt=\"\" class=\"wp-image-2957\" style=\"width:385px;height:auto\" \/><figcaption class=\"wp-element-caption\">Conservation zone sign tilting due to erosion. Photo by Kate Kimmel\/Nassau NewsLine <\/figcaption><\/figure><\/div>\n\n\n<p>Residents say the change has opened fragile stretches of shoreline to trucks and SUVs, damaging dunes and native vegetation that protect both wildlife and property.<\/p>\n\n\n\n<p>In 1990, Florida Senate Bill 1577 established areas in Nassau County where on-beach parking was prohibited, allowing vehicle access only from the Nassau Sound side of the island to the southern end of Amelia Island Plantation.<\/p>\n\n\n\n<p>Fourteen years later, in November 2004, the Nassau County Commission voted to let the county administrator relocate \u201cno vehicle access\u201d signs \u201cas necessary for safety reasons.\u201d The meeting minutes offered no further explanation.<\/p>\n\n\n\n<p>Following that vote, the signs were moved a mile south \u2014 to the northern border of Amelia Island State Park \u2014 where they remained for 21 years. County staff relocated them again on Sept. 2 after a clause in a mitigation agreement with Save Historic American Beach Inc. required the county to comply with the original boundaries defined by state law.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/nassaunewsline.net\/wp-content\/uploads\/2025\/10\/DSC_0713-1024x683.jpg\" alt=\"\" class=\"wp-image-2954\" style=\"width:389px;height:auto\" \/><figcaption class=\"wp-element-caption\">Tire tracks seen behind a second conservation zone sign. Photo by Kate Kimmel\/Nassau NewsLine<\/figcaption><\/figure><\/div>\n\n\n<p>Homeowners in nearby beachfront communities \u2014 including The Amelia Retreat, The Seaside Retreat, The Residences and The Sanctuary \u2014 say they have since seen extensive dune erosion and crushed sea oats caused by vehicles.<\/p>\n\n\n\n<p>David Bowman, a resident of The Residences, said he spent nearly a decade and thousands of dollars planting sea oats to stabilize dunes in front of his home. Within days of the signs being moved, he said, that work was destroyed.<\/p>\n\n\n\n<p>\u201cBeach drivers have destroyed about 30 feet of dunes,\u201d Bowman said. \u201cThey moved the signs on a Monday, and by Wednesday the sea oats had been chewed up.\u201d<\/p>\n\n\n\n<p>Destruction or removal of sea oats is illegal and punishable by fines or jail time under Florida law because the plants help build and anchor dunes, according to the National Park Service. Tire tracks along the beach reveal that this law has been violated. Bowman says drivers are let off with a warning.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s so criminal to go out and destroy Mother Nature\u2019s beauty, and they aren\u2019t enforcing a thing,\u201d Bowman said. He said he has been emailing county officials almost daily with photos of damaged dunes.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/nassaunewsline.net\/wp-content\/uploads\/2025\/10\/DSC_0715-1024x683.jpg\" alt=\"\" class=\"wp-image-2955\" style=\"width:384px;height:auto\" \/><figcaption class=\"wp-element-caption\">Sea oat destruction. Sanctuary resident Corky Hoffman said the law\u2019s intent was to restrict parking in front of developed properties and that the county should now recognize that intent.<\/p>\n\n\n\n<p>\u201cFor the last 21 years, people have been buying homes here with the understanding that there\u2019s no beach driving,\u201d Hoffman said. \u201cI think a lot of people would prefer a safe beach to one that you can drive on.\u201d<\/p>\n\n\n\n<p>Mark Dawkins, founder of Save Historic American Beach, said his group never sought to expand beach driving through its lawsuit against the county.<\/p>\n\n\n\n<p>\u201cThe purpose of that lawsuit was to eliminate beach driving, not expand it,\u201d Dawkins said. \u201cBut we demanded that the county follow the law when it comes to beach driving, and they decided that enforcing the Senate bill was part of that.\u201d<\/p>\n\n\n\n<p>Bowman and Hoffman both said the county\u2019s decision to move the signs seemed sudden and poorly planned. County officials have defended the decision, saying it was made to comply with state law.<\/p>\n\n\n\n<p>Homeowners associations in the affected South End neighborhoods have begun planning potential legal action against the county, Hoffman said.
